Iniciativa Liberal (IL)

EU RANK: 43 (Tier 2: High Performance)

Iniciativa Liberal is a liberal, pro‑market and pro‑European party that advocates lower taxes, deregulation, privatisation of some state assets and a stronger separation between state and economy, combined with support for civil liberties and EU integration. It entered parliament for the first time in 2019 and has grown into a visible opposition force, especially among urban and younger voters.

Disinformation and alternative media

IL communicates mainly through mainstream television, quality press and an intensive social‑media presence; it does not operate a large alternative‑media network or conspiracy‑oriented ecosystem. Analyses of online disinformation in Portugal during 2015–2025 associate systematic disinformation primarily with radical‑right and anti‑system actors rather than with IL. Party leaders stress evidence‑based debate on economic policy, and fact‑checking disputes tend to concern interpretation of statistics rather than fabricated stories. Disinformation and alternative‑media DMI risk is low.

Foreign influence and external alignments

The party is strongly pro‑EU and pro‑NATO, supports sanctions on Russia and backs a liberal rules‑based order, positioning itself close to European liberal party families. Litigation records and oversight reports on party finance do not indicate funding from hostile foreign governments or opaque foreign‑state‑linked structures; IL’s income derives mainly from public subsidies, membership fees and private donations under Portugal’s disclosure rules. Foreign‑influence DMI risk is low.

Media capture, advertising and public service media

As a relatively small parliamentary party without control of government, IL has limited leverage over RTP or major private media groups. It criticises what it sees as excessive state involvement in media, argues for more competition and transparency in state advertising, and opposes politicised appointments to public‑service media boards. There is no evidence that IL has used public resources or advertising to influence media content in municipalities where it gains representation. Media‑capture, advertising and PSB‑control DMI risk is low.

Corruption, litigation and institutional integrity

Court and prosecutorial records for 2015–2025 do not feature major corruption or illicit‑funding scandals centred on IL or its national leadership. Party‑finance data portray a modest budget with revenues dominated by regulated public subsidies and disclosed private donations, and there are no reports of entrenched clientelist networks linked to the party. IL’s political profile is explicitly anti‑corruption and pro‑transparency, and available evidence to date aligns with that image. Corruption and institutional‑integrity DMI risk is low.

Press freedom, harassment and treatment of media

IL defends press freedom and freedom of expression as core liberal values, supports strong legal protections for journalists and opposes both censorship and state‑driven pressure on media. Party leaders sometimes criticise specific outlets or public‑service media for perceived bias or inefficiency, but there is no pattern of orchestrated harassment campaigns, physical intimidation or SLAPP‑style lawsuits against journalists. Press‑freedom and harassment DMI risk is low.
